ДИГИТАЛНИ САМИТ ЗАПАДНОГ БАЛКАНА: КА ДЕЛОТВОРНОМ УПРАВЉАЊУ ПРОЦЕСОМ ДИГИТАЛИЗАЦИЈЕ У РЕГИОНУ

Сажетак

Дигитална трансформација је процес глобалног домашаја који неће изузети ниједан део света. Упркос томе, она не захвата све крајеве истовремено и са истим интензитетом, што за последицу има дигитални јаз. Један од начина на који регион Западног Балкана настоји да смањи свој заостатак за глобалним токовима дигитализације јесте регионални дијалог реализован у оквиру мултилатералног процеса Дигиталног самита. Предмет овог рада је Дигитални самит Западног Балкана и његова улога у делотворном управљању процесом дигитализације. Истраживање настоји да допринесе постојећој литератури из уже научне области дипломатских студија, као и дигиталне дипломатије. Основни научни циљеви обухватају дескрипцију друштвено-политичких промена изазваних дигиталном револуцијом, те класификацију и типлогизацију ове врсте самита. На темељу ових циљева, настоји се научно објаснити улога мултилатералног процеса Дигиталног самита Западног Балкана у делотворном управљању процесом дигитализације у региону. С друге стране, друштвени циљ је актуелизација ове теме и приближавање заинтересованој јавности улоге Берлинског процеса и Европске уније у дигиталној трансформацији региона. Теоријски оквир истраживања базиран је на концепту самит дипломатије, у комбинацији са Хокинговим приступом дипломатије више заинтересованих страна са циљем нагласка на еволуцију самита која одражава трансформацију дипломатског система у коме се одвијају, док ће се емпиријски део бавити поређењем свих шест одржаних дигиталних самита. Закључује се да Дигитални самит Западног Балкана јесте допринео делотворнијем управљању процесом дигитализације у региону, и да као такав представља пример добре праксе регионалне сарадње у глобалним питањима.
