КРИЗА КАО ФАКТОР ПОЛИТИЗАЦИЈЕ У ЕВРОПСКОЈ УНИЈИ

Сажетак

У чланку ауторка испитује утицај велике кризе Европске уније на процес политизације антикризних мера усвајаних током 2010. и 2011. године. Праћењем процеса усвајања „пакета шест мера”, као и анализом реаговања различитих националних и транснационалних политичких актера, ауторка показује да је уобичајена претпоставка о кризи као подстицајном фактору за политизацију само делимично исправна. Шест мера чији је циљ био да се унапреди некадашњи Пакт стабилности и раста и надзор над економским и фискалним политикама држава чланица ЕУ, значајно је ограничио овлашћења националних органа да се баве овим питањима али и повезаним политикама. И поред великог значаја и озбиљних последица ових шест антикризних мера, оне нису изазвале интензивну политизацију, бар не онакву која би омогућила да супротстављени захтеви различитих политичких актера утичу на коначан исход одлучивања и да се политизација из националних оквира пренесе на наднационални ниво. Напротив, криза сувереног дуга у ЕУ управо је послужила политичким елитама да евентуална спорна питања изолују од ширих политичких конфликата и да их држе махом унутар националних граница. Осим кризе, и други фактори допринели су умиривању политизације. Ауторка налази да су то начин обликовања (представљања) политизованог питања, устројство економске и монетарне уније као децентрализованог и полицентричног система управљања и коначно, сложена и консоцијативна природа Европске уније.
