KOHERENTNOST, KONVERGENCIJA, KOHEZIJA

Sažetak

Polazeći od pretpostavke da proces pregovora o pristupanju Republike Srbije Evropskoj uniji podstiče razvojno održivo transformisanje cele Srbije i svih njenih delova preduzeta je relaciona analiza sržnih koncepata praktične mape puta procesa sistemskog uspostavljanja regionalne politike održivog razvoja i korišćenja strukturnih instrumenata. Sistemsko transformisanje postojeće nacionalne politike regionalnog razvoja u krovnu međusektorsku i horizontalnu regionalnu politiku održivog razvoja ostvaruje se saobrazno pregovaračkom poglavlju 22 Regionalna politika i koordinacija strukturnih instrumenata u okviru pregovora sa Evropskom unijom o članstvu. Cilj vršene relacione analize je da izdvoji kako koordinate režima pristupanja Evropskoj uniji omogućavaju jasnu praktičnu mapu puta procesa da se ostvari uspostavljanje sistemski konvergentne međusektorske krovne i horizontalne koherentne regionalne politika održivog razvoja za potpuno bešavno sjedinjavanje sa kohezionom, odnosno regionalnom politikom Unije kako se još često naziva. Primenom teorijsko-metodološkog pristupa gradivnih procesa međuslojnog, unutarsistemskog i međusistemsko pregovaranja višeslojne vladavine na potku sržnih transformacijskih koncepata konvergencije, koherentnosti, kohezije i održivog razvoja konkretno su, u sklopu sistemskog uspostavljanja regionalne politike održivog razvoja u Republici Srbiji za bešavno sjedinjavanje sa kohezionom politikom Evropske unije, rasvetljeni i na činjenicama zasnovano objašnjeni razvojni potencijal i mehanizmi finansijskih instrumenata za održivi razvoj koji u pristupnom procesu stoje na raspolaganju državama kandidatima za sistemsko uspostavljanje izmena normi, politika, praksi i odnosa neophodnih za članstvo u Evropskoj uniji, a koji često ostaju zanemareni ili nedovoljno zapažen, pa čak i potpuno pogrešno interpretirani u javnom diskursu.
