STRATEGIC PLANNING FOR PUBLIC ADMINISTRATION
Abstract
One of the most significant challenges for the development
of public administration is the improvement of strategic
planning. Each administrative activity begins with planning.
A strategy is the way, an action plan and represents one of
the leading methods to achieve the desired goal. Strategic
planning involves four basic processes: scanning of the
environment, formulating of the strategy, implementation of
the strategy, evaluation and control.
Responsibility for strategic planning in the formal sense
comes to holders of political power (political officials).
Strategic planning is the result of joint activities of different
actors in the administrative organization. Political leaders and
officials determine the general direction, financial framework
and conduct political control of the organization, and public
official analyze the situation, develop options, establish
priorities and carry out other numerous tasks that prepare the
implementation of the strategy.
